11TH Five Year Plan

Given the potential borrowing in rural infrastructure development, there is a deficit of over Rs crore lakh 2 of 11 five-year plan estimates that a large National Bank for Agriculture and Rural Development (NABARD), adding even more.

   "Given the potential for absorption of credit in the rural infrastructure development, there is a gap of Rs 2-11 lakh crore plan estimates in five years, " said KG Karmakar Director NABARD under an ITP Conference at IIM-A.

   "If you look 11 years the projected plan for the infrastructure, the amount required more than four lakh crore rupees, Bharat Nirman, which only 1.75 million rupees lakh rupees was, "said.

   The RBI has allocated Rs 1.16 lakh-crore so far in more than 16 sections managed development of rural infrastructure NABARD (RIDF), set up in 1995-96. This includes the set of 16,000 crore rupees this year.

   "NABARD has an amount of Rs 68,000 crore disbursed to state governments so far, " said Karmakar.

   On performance of funds with a number of areas these areas of North and South were very well done, while the Western, Central and Eastern Europe have been left behind.

   According to NABARD, the investment in the rural areas of India have been largely ignored and there was a lack of planning.

   "Up to 80 percent of the funds for salaries and only 10-20 per cent for new projects. So basically, the incremental growth year after year, rural infrastructure is minimal, " said Karmakar.
